I want to work on the 1 / 2 “shut off valve Under a Bathroom Sink That HAS debris in it. Can I take off the shut off valve, clean it out and put it back on the ferrel? If This Is not possible, can I put a new shutoff valve is using the old ferrel? PS The copper pipe IS NOT long Enough for me to cut off the old and put on a ferrel new one.

I wouldn’t do it.. typically on a compression fitting the ferrel is bent when you tighten the fitting up

No Frank, it won’t make a tight connection again.
You might try using a “sharkbite” fitting.
