It is the copper in your water. You could try updating to PVC pipes & fittings and it should solve the problem.
As a quick test you can buy a cheap copper tester for swimming pools (at Wal-mart or something) and it should show high content in the water.

Blue or turquoise residue is usually an indication of copper in your water. The EPA has identified that copper in your water is safe as long as your level of is below 1.3ppm. You can buy a home test kit for testing your water at http://www.sensafe.com to determine if your levels are Safe. Copper in the water also means you have a low pH which is leaching copper ions from the pipes. Changing to PVC pipes can cost a few thousand dollars. You can buy a filter for your faucet that removes heavy metals for about $20 but you have to replace the filter frequently. Good luck on making sure your water is safe.
